The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:30 PM.

 

Present were:  Supervisor John Urtz, Councilmen Karl Matt, Alan Trombley, Josh Szyper and Joe Goetz.   

 

Also present: Town Attorney, David Rapke and Highway Superintendent, Bill Baker.

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Karl Matt and carried to dispense with the reading of the minutes of the previous meeting.

Old Business

 

Supervisor Urtz reported that the contract presented from the City of Rome, with an expiration date of 2015, was reviewed by the Board and with Dodson Associates and appears to be in order; a motion was made by Joe Goetz, seconded by Josh Szyper and carried to accept subject to correcting the billing to clean up the penalties.  The new contract is being negotiated with Rome’s new administration.

New Business

 

A motion was made by Alan Trombley, seconded by Karl Matt and carried to bid out low sulphur fuel at both fluctuating and fixed prices to be opened at the February 9th meeting at 7:30pm meeting.

A motion was made by Karl Matt, seconded by Joe Goetz and carried to enter into agreement with the NYS DOT a Shared Services emergency assistance in the absence of a Governor’s declaration.  This is a 1-year term agreement.

The Board will be reviewing the former bid packets put out for mowing and custodial positions to see if any changes need to be made; it is anticipated to be opening bids for the upcoming seasons at the March meeting.

 

ORGANIZATIONAL MEETING

 

A motion was made by Alan Trombley, seconded by Joe Goetz and carried to enter into agreement with the Association of Towns for 2016, with a membership fee of $1000.00.

A motion was made by Karl Matt, seconded by Joe Goetz and carried to enter into agreement with Carefree Lawn Service for 2016 at a price of $625.

A motion was made by Alan Trombley seconded by Joe Goetz and carried to enter into agreement with the Rome Humane Society for 2016 at a cost of $250 per stray dog.

A motion was made by Alan Trombley, seconded by Josh Szyper and carried to continue with the following policies as is for 2016:

  3. Indemnification Agreement

A motion was made by Karl Matt, seconded by Alan Trombley and carried to table the Procurement Policy modifications until further review.

A motion was made by Karl Matt, seconded by Joe Goetz and carried to decrease the IRS mileage reimbursement rate from .575 to .54 per mile.

A motion was made by Alan Trombley, seconded by Josh Szyper and carried to appoint Patricia Box as head assessor for a 1 year term to expire 12/31/16.

A motion was made by Karl Matt, seconded by Alan Trombley and carried to appoint William Applebee as ZBA member to fill vacancy left by Mark Rabe; term 1/01/16 – 12/31/20.

A motion was made by Joe Goetz, seconded by Josh Szyper and carried to move Amanda Grimm as Ad-hoc to full member of the Planning Board to complete the term vacated by Peter Lamonica; term 1/01/16 – 12/31/16.

A motion was made by Joe Goetz, seconded by Alan Trombley and carried to reappoint Brad Davis for another term on the Planning Board; term 1/01/16 – 12/31/22.

The books and annual reports of those persons handling Town monies were read, accepted and carried by motion.  Approvals signed by Supervisor John Urtz.   Those are as follows:

Supervisor Urtz announced that he and Karl Matt met with Jack Dodson and Dodson Associates will be submitting a contract with the cost of the maintenance on the water tank.  A meeting will also be scheduled to discuss the water loop extension and the Town will ultimately be contacting residents in that area.

 

Also discussed was doing a hydro-study to see the possibility of the Town having enough of a watershed as a supply by using wells and eliminating Rome’s supply.

 

Supervisor Urtz has appointed the councilmen to various committees:

 

Josh Szyper is assigned to Water and will be asked to design reports for the Board to reflect things such as UFPO’s, locations and hookups etc.

 

Alan Trombley will continue to be responsible for the cemeteries and will pick up the doing work for the floodplains, census and the electronics recycling.

 

Karl Matt will be doing the Town Park and the Highway safety committee.

 

Joe Goetz will in charge of White Good’s Day in the fall Keep America Beautiful in the spring.

 

All Board members are on rotation as backup for opening/closing Town Hall for parties and all are on call in case the alarm goes off.

 

Bill Baker announced that heavy winds last night took down some trees at the park that the highway department will take care of.  Mr. Baker stated there is no backup power at the highway department and feels the need to get a generator.  Supervisor Urtz suggested he look into getting a grant using natural gas as was done at the pump house.

 

Councilman Karl Matt mentioned he would like to add more trees to the town park.

 

No sledding signs have been purchased and will be put in specific areas of the park.  Sledding will be allowed in other areas.
