The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:31 p.m.

 

Present were: Supervisor John Urtz, Councilmen Alan Trombley, Kevin Gallagher, and Karl Matt.

 

Also Present: Highway Superintendent Bill Baker and Town Attorney David Rapke

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Karl Matt and carried to dispense with the reading of the minutes of the previous meeting.

Senator Joseph Griffo attended tonight’s Board Meeting to recognize John Urtz for his 40 years of service as Town Supervisor.  Mr. Griffo gave a very nice speech and presented John with a proclamation signed by Mr. Griffo and Marc Butler.

 

Old Business

 

A bid packet was put together for snow removal for the upcoming season; Board members will review it and decide at next month’s meeting about advertising for bid openings.

 

A motion was made by Karl Matt, seconded by Alan Trombley and carried to table making any decision on the modifications presented for the Zoning Ordinance at this time.  Councilman Gallagher added that he found the original zoning law that was put together and noticed that a couple items were not in the approved Zoning Ordinance and would like to see these added.

  1. Corner lots – originally - minimum front yard setback was from both intersecting roads 75/75, but in the current book it says 75/20.

  2. Single family dwellings, camps or mobile homes is currently listed as requiring 700 square feet of living space and should be increased to 875 square feet.

    Seifert Land Exchange – At the April 2015 meeting, Eric Seifert asked the Board about transferring land between himself and the Town as the property lines are not in alignment with what the Town mows and his property next door.  Mr. Seifert provided the proper paperwork and surveys through his attorney and Mr. Rapke.  A motion was made by Alan Trombley, seconded by Karl Matt and carried to declare the land in question as surplus.  A motion was made by Karl Matt, seconded by Kevin Gallagher and carried to authorize and convey the .185 acre of land to Eric Seifert.  A motion was made by Alan Trombley, seconded by Karl Matt and carried to accept the transfer of .088 acre parcel from Seifert to the Town.

    New Business

     

    A quote was received from Eric Centro to sandblast and clean the brick in the courtyard for $750 in addition to quoting doing the entire building at $60/hour and/or painting the light poles at $80/pole.  A motion was made by Karl Matt, seconded by John Urtz and carried to not accept this quote.

    A motion was made by Alan Trombley, seconded by Karl Matt and carried to recommend Josh Szyper to sit in as an interim Board Member starting at the October board meeting as councilman to complete 2015.

    A meeting between Board members and City of Rome representatives Frank Tallarino and Tim Benedict was set up for 8/20/15 at 6pm in the Town Hall to discuss the Water contract.

     

    Highway Superintendent Baker announced that the DEC inspected and reported that we are in compliance at our landfill and recommends that we keep the gate locked.  The new chipper has been delivered. 

     

    Councilman Trombley reported that he took a look at the cemeteries and doesn’t see any that need work at this time.  There is money in this year’s budget, he suggests carrying it over into next year’s.

     

    Councilman Gallagher announced this year’s White Good’s Day will be held on Saturday, September 12 between 8am and noon at the highway garage.

     

    Attorney David Rapke stated that he was approached by Attorney Virginia Grow on behalf of Generations Developers of Terra Bella Estates who are requesting the town create a conservation district which would consist of a quarter mile walking trail lined by cherry trees.  The town would maintain the property while the property owners would be billed for the expenses.  Board members will have to look into this further and meet with representatives of Generations Developers.

     

    A motion was made by Alan Trombley, seconded by Kevin Gallagher and carried to approve and pay the bills.

    A motion was made to adjourn by Kevin Gallagher and seconded by John Urtz. The motion carried to adjourn.
