The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:31 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, Alan Trombley, Harold VanWagenen and Karl Matt.  

 

Also present: Town Attorney, David Rapke and Highway Superintendent, Bill Baker

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to dispense with the reading of the minutes of the previous meeting.

Bid Openings:

 

2015 or newer Portable Hand-fed/Arborist Chipper/in compliance with bid packet specifications, with a trade-in allowance for a 1999 Bandit Model 280 + XP Chipper.

 

One bid received by Tracey Road Equipment for $69,524.00.  Less trade in allowance for Bandit -7,500.00.  Net bid price $62,024.00.  Delivery in July with a 1 year/2000 hour warranty.  The Town has the option to put the Bandit up for auction rather than to trade in.  Councilman Gallagher asked if the bid quoted was at State Bid.  A motion was made by Karl Matt, seconded by Alan Trombley and carried to table in order to review State Bid pricing.

Approximately 2500 plus/minus tons Bituminous Paving, Item #403.13(A) Type 3 Modified Binder Asphalt Concrete, installed on certain parts of Town of Lee roadways as designated by the Town Highway Superintendent during the 2015 construction season.

A motion was made by Alan Trombley, seconded by Kevin Gallagher and carried to canvass the bids.

There were no bids received for Nova Chip and Board members would like to rewrite the bid package to include Type A and Type B stone before re-advertising.   

 

A motion was made by Karl Matt, seconded by Kevin Gallagher and carried to open bids for Nova Chip A&B at the April 14th meeting at 7:30 for 800 +/- tons.

Audience Portion

 

Carol Kieffer of 8825 Walnut Drive was in attendance to express complaints concerning the Town Dog Warden.  Mrs. Kieffer states that she has noticed a pit bull dog as being a stray since February 11th and has made several phone calls to the dog warden and has not been receiving a call back.  She also states her neighbors have the same complaint.  Mrs. Kieffer is concerned as the weather is below freezing; it was initially hiding under a neighbor’s porch and is now staying in a neighbor’s empty doghouse.  Supervisor Urtz asked the name of the person whose house the dog is at, but Mrs. Kieffer could not remember.  Mr. Urtz stated the Town could not go on the property to retrieve the dog without the woman’s permission as it would be trespassing.  Attorney David Rapke stated that if the woman gave the Town written consent, the dog warden could go look for the dog.

 

Old Business

 

Board members briefly discussed the issue of sledding at the Town Park, it was decided to continue the ban for the rest of this year and take a look at alternatives in the spring.

 

New Business

 

Tappet Twirlers has submitted their request to use the Town Park for the car show on Sunday, August 2nd.  They have also requested permission to set up on 8/01.  A motion was made by Alan Trombley, seconded by Karl Matt and carried to grant use of the Park on the 2nd, but not on Saturday as there has already been a reservation at the Pavilion for that day.

A request for sponsorship was sent to the Town Board by Dollars for Scholars to support their 5K run/walk.  Board members discussed this with the Town Attorney and although the Town has supported the organization in the past with the purchase of the calendars, they are unable to donate funds directly as there is no “service” to the Town.  A motion was made by Kevin Gallagher, seconded by Harold VanWagenen and carried to deny sponsorship as it would be an illegal expenditure for the Town.

Attorney Rapke will be putting together a bid packet in order to advertise for Town Park custodial duties for the 2015 season.  Bids will be opened at the April board meeting at 7:30.  Motion Alan Trombley, second Karl Matt, carried.

A motion was made by Karl Matt, seconded by Alan Trombley and carried to purchase a 2016 Tandem Mack Truck subject to confirmation that Oneida County DPW has notified municipalities that they have allowed piggybacking of their awards.

Board members discussed getting together to decide a plan for the Historian’s office which is to be built in the basement so that quotes can be acquired.

 

A motion was made by Harold VanWagenen, seconded by Kevin Gallagher and carried to approve and pay the bills.
