The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:30 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, Alan Trombley, Harold VanWagenen and Karl Matt.  

 

Also present: Town Attorney, David Rapke and Highway Superintendant, Bill Baker

 

Additionally: NOCCOG’s new Municipal Management Consultant Jennifer Armstrong who has taken the position vacated by Gerri Ritter and also a representative of YNN news were in attendance.

 

The meeting opened with the pledge of allegiance.

 

The first order of business was to open sealed bids for approximately 20,000 gallons of low sulphur fuel to be used in highway equipment for the period of February 10, 2015 through January 31, 2016:

A motion was made by Karl Matt, seconded by Alan Trombley and carried to award the bid to Superior Plus Energy Services, Inc. at a fixed price of $2.3510 per gallon.

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to dispense with the reading of the minutes of the previous meeting.

There were no comments or concerns from the audience.

 

Old Business

 

Councilman Karl Matt presented the Board with a quote and pictures of stone fencing examples with dollar amounts around $38,000; this was higher than the budgeted amount of around $25,000.  There are plans to put stone fencing up at the Lee Town Park.  Mr. Matt will continue to research this.

 

The Board reviewed the results of the surplus highway items that were put up for auction through Auctions International.  Final bid results are as follows:

 

  • 2005 Chevy                 $5900

  • SS Spreader                    480

  • Alamo Mower               1525

  • Hydro seeder                3300 

     

    Highway Superintendant Bill Baker recommends these bids be accepted.  A motion was made by Alan Trombley, seconded by Karl Matt and carried to accept all final bids on the above listed equipment.

    New Business

     

    A motion was made by Kevin Gallagher, seconded by Harold VanWagenen and carried to enter into agreement with Oneida County to spend Highway Funds for 2015; General repairs - $140,000.00 and Improvements - $250,000.00.

     

    A motion was made by Alan Trombley, seconded by Kevin Gallagher and carried to rescind last months motion to go out to bid for 3500+/- tons of type 3 modified binder, and change to 2500+/- tons type 3 modified binder and 800+/- tons of Nova Chip.  The bid packet will be for one or the other or both to be bid on.

    The Town of Lee would like to update its Procurement Policy to incorporate “piggy-backing”, which would allow the Town to take advantage of other town’s low bid contracts without having to go out to bid themselves. 

    Proposed motion made by Alan Trombley, seconded by Karl Matt and carried:

    RESOLVED that the Procurement Policy of the Town of Lee be modified to provide an exemption from competitive bidding as allowed by the piggy backing provisions of NYS General Municipal Law Section 103(16), so as to allow the Town to take advantage of opportunities by other municipally awarded contracts.

    The Town has purchase new computer workstations for the offices and now has surplus computers.  A motion was made by Kevin Gallagher, seconded by Karl Matt and carried to declare the computer units as surplus and give them to the volunteer fire departments that service the Town, one will be used by the Town Historians and one will be given to the Highway Department.

    There have been some recent complaints from residents about solicitors going door to door selling vacuum cleaners at late hours.  The Town currently does not require a permit for solicitation.  A motion was made by Karl Matt, seconded by Harold VanWagenen and carried to table this to look into this further about possible creating a Town Ordinance.

     

    A request was received by resident Gail Puzon requesting use of the batting cage building at the Town Park to train her dogs when the building is not in use.  Board members commented that Little League has exclusive rights to the building at this point and they would have to be contacted for input.  A motion was made by Karl Matt, seconded by Alan Trombley and carried to table at this time.

    Supervisor Urtz discussed negotiations with water rates with the City of Rome.  Rates with the City will be increasing but the exact amount is unknown at this time; this will impact Town of Lee Water Bills by $10 per billing at this time to cover the current rate increase.  Additional rate increases should be forthcoming.  A motion to increase the water bills by $10 every 6 months was made by Alan Trombley, seconded by Kevin Gallagher and carried.

     

    Supervisor Urtz informed Board Members that he is getting quotes on security cameras for the interior and exterior of the Town Hall.

     

    Lince Security submitted a quote for replacing Town Hall smoke detectors stating they should be changed every 10-12 years and the current ones are 24 years old.  Quoted at $80/detector.  A motion was made by Alan Trombley, seconded by Karl Matt to table and carried.

    The Town recently put a ban on sledding in the Lee Town Park due to a 4 year old child breaking his leg by sledding into the Press Box.  There have been some unhappy residents with this.  Board members discussed how they have tried to stop sledding in the past by putting up tape, signs and hay bales but nothing has stopped the sledding.  Mr. & Mrs. George of Northwood Circle were in attendance and suggested that the parents of the children be the responsible parties.  Supervisor Urtz stated that knowing there are dangers, the Town can’t allow the children to continue at this time as no one wants anyone getting hurt.

     

    Board members discussed taking a look over near the Community Theater where there is a hill and have plans to meet at the Park to see about alternative locations.  A motion was made by Karl Matt, seconded by Alan Trombley and carried to continue the ban on sledding at Lee Town Park at this time.

     

    Highway Superintendant Bill Baker requests going out to bid for the wood chipper the Town had planned on to be opened at the March 10th meeting at 7:30.  A motion for this was made by Alan Trombley, seconded by Kevin Gallagher and carried.

    Mr. Baker states he will also be gathering specs in hopes of going out to bid for a new tandem dump and plow truck to replace the 1999 snowplow truck by the April meeting.

     

    Councilman Kevin Gallagher reported that he spoke with Solid Waste Management about accepting our recyclables.  They will take our LED TV’s as long as we include our monitors; items must be on pallets and wrapped.

     

    A motion was made by Harold VanWagenen, seconded by Alan Trombley and carried to approve and pay the bills.
