The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:31 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, and Harold VanWagenen.

 

Also present:  Highway Superintendant, Bill Baker and Town Attorney, David Rapke.

 

Absent:  Councilman Karl Matt.   

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to dispense with the reading of the minutes of the previous meeting.

Public Portion:

There were no audience comments.

 

Supervisor Urtz reported that the Town Board received a letter of request from Rebecca L. Clemence, Executive Director of Kamp Kiwanis.  The request is for a cross walk to be placed outside the Kamp property as speed limit signs do not slow down traffic and crossing the road is a frequent and daily requirement for staff and campers.  Supervisor Urtz responded by stating this would be a liability for the Town as more requests could be made and the Town would have to enforce violators.  The Board suggested they request a speed reduction.  Highway Superintendent Bill Baker stated that he has put up caution signs in that area.

 

Supervisor Urtz reported that the Town has received information from the NYS Department of Transportation notifying that following analysis, a flashing signal will be installed at the intersection of State Route 26 and Stokes-Lee Center Rd./Stokes-Westernville Rd., which should be installed this construction season.  At this time the DOT has stated a 3-color traffic signal is not warranted.

 

A motion was made by Alan Trombley, seconded by Kevin Gallagher and carried to adopt the 2013 Update of the Oneida County Hazard Mitigation Plan.

A motion was made by Kevin Gallagher, seconded by John Urtz and carried to adopt "Local Law No. 1 of the year 2014; modifying the Town of Lee Zoning Ordinance" contingent upon amending article IV "Site Plan Review", paragraph 2b the reference of 63 days to 62 days.

Supervisor Urtz reported that Town Clerk, Sharon Mortis, recovered approximately $9500 in overcharges by Gateway Energy; it was discovered Gateway arbitrarily raised the unit prices higher than what was contracted.

 

Supervisor Urtz announced that a meeting will be set up in the near future for union contract discussions.

 

Supervisor Urtz announced that the Board must go in to Executive Session to discuss employee relations.  A motion was made by Alan Trombley, seconded by Kevin Gallagher and carried to go in to executive session at 8:15 PM.

Councilman Karl Matt was in attendance for the Executive Session, and for the rest of the regular meeting.

 

The regular meeting returned to order at 8:15 PM.

 

Councilman Gallagher suggested possibly putting in AYSO soccer fields at the park near Hawkins Corners; he would like to see tournaments in Lee.  This will be thought of for future budgeting.

 

Highway Superintendent Bill Baker reported that the road paving is complete.

 

Supervisor Urtz reported that highway employee William Sweatman had considered resigning, but has since rescinded his resignation letter.  No prior action on the part of the Town had been taken.

 

A motion was made by Alan Trombley, seconded by Karl Matt and carried to approve and pay the bills, with the exception of vouchers 64 & 65, submitted by Robert Samuels & David Piersall for hourly work done on the water main break on Main Street.  Town Attorney David Rapke will respond to the employees that it would a violation for the Town to pay in addition to their salary.
