The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:30 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, Alan Trombley, Harold VanWagenen and Karl Matt.   

 

Also present:  Highway Superintendant, Bill Baker and Town Attorney, David Rapke.

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to dispense with the reading of the minutes of the previous meeting.

Public Portion:

 

Justin Pocchiari was in attendance to present a project to the Board that he would like to do for the boy scouts.  He proposes to make some repairs to the Lee Center Cemetery located on Veterans Memorial Highway.  Mr. Pocchiari would like to work on the fencing, railings and stairway; he would also like to plant some perennial flowers.  The Board members accepted his offer and asked that he submit a plan and also contact the neighbors so they are aware of his being there.

 

Todd Humiston, Regional Commissioner of AYSO Soccer Organization requested of the Board the use of the area at the Town Park near the tennis courts to use for soccer practices.  Mr. Humiston anticipates more space will be needed for practices and believes this is the perfect place.  Board members agree with his proposal.

 

Ed Davis of 6583 Felton Rd., Planning Board Chair suggests to the Board to consider adding hitching posts and an area in the Town Hall parking lot for horse and buggy parking to avoid having animal waste throughout the parking lot.  Board members Karl Matt and Harold VanWagenen will look into this and into purchasing signs.

 

Old Business:

 

Tabled item from March meeting regarding quotes received from Lince Security for installation of a cellular communicator for the fire alarm system at the new highway storage garage was accepted for $300, the central monitor service fee of $34 per month was denied as the Town will complete the running of telephone lines to the new building themselves; motion made by Karl Matt, seconded by Harold VanWagenen and carried.

Additionally the quote from Lince Security for upgrading the burglar alarm and keypad in the Town Hall was accepted at a cost of $600 with a $100 per button installation; motion made by Alan Trombley, seconded by Kevin Gallagher and carried.

Town Attorney David Rapke spoke of the revisions suggested by Guy Sassamon regarding the Town of Lee Zoning Ordinance.  Mr. Rapke stated there were minor items to review, including definitions of terms.  The Planning Board will take a look at the terms and submit to the Town Board for approval in the near future.

 

Highway Superintendent Bill Baker is looking into implementing a new drug and alcohol policy.  Mr. Baker has contacted Oneida County and the Towns of Westmoreland and Kirkland to get copies of their policy - no response as of yet.  When information is received, this will be reviewed by the Safety Committee.  Tabled by motion of John Urtz, seconded by Alan Trombley and carried.

New Business:

A motion was made by Karl Matt, seconded by Harold VanWagenen and carried to go out to bid for 2500 +/- tons type 3 modified binder.  Board members discussed that a portion of this will most likely be used at the Town Park near the tennis courts and cost will be split between General & Highway funds for budget purposes.

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to hire Hillside Seasonal Services for the custodial position at the Town Park for April through October 2014 at a quoted price of $7500.

A motion was made by Karl Matt, seconded by Alan Trombley and carried to reappoint Bonnie Dean Charney and Lori DeMarco as Youth Program coordinators for the term of June through August 2014.

A motion was made by Alan Trombley, seconded by Kevin Gallagher and carried to agree to the purchase of an upgrade to the court computer software to allow for scanning of documents at a cost of $999.  The cost of the scanner was covered by a grant received by the State in the amount of $480.

A motion was made by Kevin Gallagher, seconded by Karl Matt and carried to contract Amanda Grimm as court assistant to work with the court clerk on DA nights at $12 an hour.

A motion was made by Alan Trombley, seconded by Karl Matt and carried to approve Lee Center Volunteer Fire Departments request to hold its Annual Firemen's Field Day parade on July 4th, be granted a waiver of the Lee Open Container Law, be granted permission to have a Fireworks display on July 5th and to contribute $2800.  The cost of fireworks has increased to $4500 and the cost of the band has increased to $1200.

Councilman Kevin Gallagher reported that he has received 2 quotes for replacement of the A/C Condenser; the board may possibly hold a special meeting later in the month to review these proposals.  Mr. Gallagher also stated that the electronics recycling will be done by E-Waste as was done initially, but any CRT's will be done by the Solid Waste Authority.

 

Highway Superintendent Bill Baker announced that an MSHA training course will be held here in the Town Hall on April 29th at 7am.  The State is no longer funding this course so individual towns will have to submit payment of $50 per attendee to "Empire Safety Services". 

 

Mr. Baker also spoke of the Chevy pickup and that the brakes have rusted out.  An approximate $3000-4000 work was estimated by Davidson's Chevrolet.  Board members discussed that money was put into the 2014 budget for the purchase of the mower attachment and a chipper.  It was decided to hold off on the chipper until next year so that a truck can be purchased to replace the 2006.  State contract prices will be reviewed.  Mr. Baker stated that he has been using his personal vehicle for work related business while the pickup was not working.

 

 

 

 

 

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to approve and pay the bills, subject to voucher 190 submitted by Bill Baker for mileage - more information needed for description.
