The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:31 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, Alan Trombley, Harold VanWagenen and Karl Matt.   

 

Also present:  Highway Superintendant, Bill Baker and Town Attorney, David Rapke.

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Karl Matt and carried to dispense with the reading of the minutes of the previous meeting.

There were no audience comments or concerns.

 

Bids were opened for the advertised "(1) new and unused side-mounted, hydraulically powered, 74" flail mower."  One sealed bid was received:

  • Tracey Road Equipment bid price - $31,976.00

Board members discussed getting prices through State Bid.  A motion was made by Karl Matt, seconded by Alan Trombley and carried to canvas the bid.  Item TABLED.

Supervisor Urtz reported that Board Members held interviews for Town Historian applicants on 2/17/14.  A motion was made by Alan Trombley, seconded by Karl Matt and carried to appoint Mary Centro and Vernie Pritchard as co-historians.

Councilman Kevin Gallagher announced that he completed and submitted an application for an upcoming LGRMIF grant.  The request was for funding to build a 16x20 storage room in the Town Hall basement, shelving and miscellaneous supplies specific to archival records.  The total budget request was $7,581.

 

The Town Board reviewed quotes submitted by Lince Security:

 

•·        Cellular communicator for fire alarm system at Highway storage garage.  $300.00 with $34/month monitor service fee.

 

•·        Burglar control panel replacement at Town Hall with upgrade to security zones to include courtroom and court office.  $600 with $100 per button installation.

 

It was discussed that it may be possible to run a phone line to the new storage building which would eliminate the need for the $34 per month charge.  A motion was made by Alan Trombley, seconded by Karl Matt and carried to TABLE both quotes until the highway superintendant checks with the phone company about tying in the current phone line to the new building.

A motion was made by Karl Matt, seconded by Alan Trombley and carried to "Authorize the filing of an application for a State Grant-In-Aid for a Municipal Waste Reduction and/or Recycling Project and Signing of the associated State Contract, Under the Appropriate Laws of New York State" authorizing William J. Baker, Highway Superintendant to be the designated authorized representative.  This resolution is to apply for funding for a wood chipper.

A motion was made by Karl Matt, seconded by Alan Trombley and carried to TABLE a proposed resolution to create the position of Clerk to Town Justice.  The current court clerk is classified as "clerk" with the Dept. of Personnel.

A proposal was received from "SmartWatt Energy", through National Grid quoting a cost of $11,476.96 with the Town portion to be $4,784.15 for the Town Hall and $8,597.27 with the Town portion to be $3820.84 for the Highway Building to retrofit the exterior lighting in order to use LED.  A motion was made by Karl Matt, seconded by Alan Trombley and carried to enter into agreement with the National Grid Small Business Program.

A motion was made by Harold VanWagenen, seconded by Alan Trombley and carried to request an amended voucher from Amanda Grimms and Marcia Murphy, who worked for the court on 2/19 - vouchers were submitted at $12 per hour but Board authorized wages are set at $10/hour.

Planning Board Chair Ed Davis reported that he has been corresponding with Guy Sassamon from Oneida County Dept. of Planning.  Mr. Sassamon has provided a list of recommended amendments to the current Town of Lee Zoning Ordinance.  The Planning Board has asked the Town Attorney to review these recommendations.

 

Highway Superintendant Bill Baker reported that during the last snow storm, two of the Town plows were struck by other vehicles.  Town drivers sometimes are required to be drug tested as a matter of policy.  The Town's current contractor for testing is no longer affiliated with Centrex Labs; Mr. Baker is looking in to the best procedure to handle this for the future.  Mr. Baker asks if Councilmen Gallagher and VanWagenen can meet to discuss this in the near future as the Safety Committee.

 

A motion was made by Alan Trombley, seconded by Harold VanWagenen and carried to approve and pay the bills; subject to vouchers 104 and 132 being resubmitted at $10/hour.
