The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:30 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, Alan Trombley, Patrick Hetherington, and Karl Matt.

 

Also present:  Highway Superintendent, Bill Baker and Town Attorney, David Rapke.

 

A motion was made by Alan Trombley, seconded by Kevin Gallagher and CARRIED to dispense with the reading of the minutes of the previous meeting.

 

 

 

Bonnie Reynolds from Clinton NY, with Hydroweb of Oneida County and CEO of Spring Brook Farms, was in attendance to tell the Board how the Town of Lee would be impacted if hydrofracking was allowed.  She states that Route 26 would be a major route with heavy truck traffic.  She would like the Board to hold a public hearing and develop a moratorium to show solidarity with neighboring towns.  Ms. Reynolds asks if the Board chooses to do this that it be done no later than 12/12/11.

 

A motion was made by Alan Trombley, seconded by Patrick Hetherington and CARRIED to adopt the 2012 budget.

 

Councilman Patrick Hetherington proposed a change for the preliminary local law "Brush, Grass and Weeds" for section 2.2.  The Board agrees with the change, Attorney David Rapke will redraft for review at December's meeting.  No additional public hearing is necessary. 

 

Councilman Alan Trombley reported that the Eagle Scouts have completed the fencing project at Lee Center Cemetery.  He adds that the fencing will probably have stain applied in the Spring.  He also states that the company hired has started resetting and cleaning the headstones.

 

The Board has decided that they have enough information concerning Legend Developers request to overturn the Planning Boards decision to not allow a single family home in the Raven Rock Estates.  A vote will take place at Decembers regular meeting.

 

Attorney David Rapke reports that he has spoken with Julie Grow Denton, attorney for Little League.  Ms. Denton will be drafting a contract between the Town of Lee and Little League to include an extended term.

 

A bid for snow plowing the Trooper Barracks was received from Hillside Seasonal at a price of $45 per occasion.

 

A motion was made by Alan Trombley, seconded by Patrick Hetherington and CARRIED to enter into a 5-year inter-municipal agreement with NOCCOG for a membership of $1000/annually.

 

Highway Superintendant Bill Baker announced that the pavement has been stripped where the new building will be located.  He has also ordered a new 10' stainless steel sander.  Mr. Baker also mentions there are doors at the garage that need replacement, and he will contact someone to take care of this.

 

Councilman Patrick Hetherington has brought in the new "Welcome to Lee" signs.  He states he will be installing 4 dog waste stations at the Park.

 

A motion was made by Kevin Gallagher, seconded by Karl Matt and CARRIED to pay the bills.

General     -       $   26,198.22

                                    Highway   -      $   42,446.40

                                    Water        -      $     1,967.17

 

A motion was made Alan Trombley, seconded by Kevin Gallagher and CARRIED to adjourn. The November 2011 Town Board meeting adjourned at 8:36 PM.
