The regular meeting of the Lee Town Board was held in the Town Hall, and was called to order at 7:31 PM.

 

Present were:  Supervisor John Urtz, Councilmen Kevin Gallagher, Alan Trombley, Patrick Hetherington, and Karl Matt.

 

Also present:  Highway Superintendent, Bill Baker and Town Attorney, David Rapke.

 

The meeting opened with the pledge of allegiance.

 

A motion was made by Alan Trombley, seconded by Karl Matt and CARRIED to dispense with the reading of the minutes of the previous meeting.

 

Sheriff Robert M. Maciol was in attendance to submit a copy of the 2010 Annual Report for the Oneida County Sheriff's Office.  Sheriff Maciol also discussed various divisions of the department and answered questions from those present.

 

Town Attorney David Rapke will be scheduling a meeting with Board members and Frank Tallerino from the City of Rome to discuss their request to service Sleepy Hollow Road with city water.

 

A motion was made by Alan Trombley, seconded by Kevin Gallagher and CARRIED to authorize the attorney to file (2) TE-9 speed reduction requests from Route 26 to Thomas Street and Thomas Street to Golly Rd, from 40mph to 30mph.  Resident Giacomo Arrighini supplied a petition of names from those in the area.

Supervisor Urtz announced that last weeks special meeting resulted in only one bid for the highway garage project, which was rejected.

 

Attorney Rapke informed the Board that he is putting together an indemnification agreement for Steven Flanders to complete in order to use the Town Park to take off in a hot air balloon.  Mr. Flanders has also been notified that he will need to send in the proper certificate of liability to Mr. Rapke.

 

Councilman Kevin Gallagher has provided the attorney with a draft of an unkempt property law for his review.  Once it is complete it will be presented to the Board for review.

 

Attorney Rapke recommends the Little League dedicate their new building to the Town in order for the Town to properly insure it.  Mr. Rapke will be contacting president of the League, Paul Abreu to request a letter stating such.

 

A motion was made by Karl Matt, seconded by Alan Trombley and CARRIED to enter into agreement with Oneida County Soil and Water Conservation District for technical services at a fee of $500 for the period of 9/01/11 until 8/31/12.

Supervisor Urtz announced that it is time to start considering any budget requests.

 

It was also announced that the committee for the 200th Anniversary Celebration has submitted a preliminary list of events and costs which total approximately $25,000.

 

Highway Superintendant Bill Baker informed the Board that he has been contacted by Doug Singleton, a resident of Raven Rock Estates requesting new driveways to be installed.  There is an approximate 2" gap between where the driveways end to the road.  Mr. Baker informed him that it is the responsibility of the installer and not the Town's responsibility.  Attorney Rapke will be reviewing further into this matter.

 

Councilman Patrick Hetherington shared that he thought the car show put on this past weekend by the Tappet Twirlers was a wonderful, organized event.

 

Councilman Kevin Gallagher stated that he would like to discuss with the Town accountant the consideration of paycheck stubs that contain more information, such as year to date earnings.  Supervisor Urtz stated that would require new software.  Mr. Gallagher will obtain quotes from other accountants for services along with speaking to the current accountant.

 

Councilman Karl Matt agreed with Mr. Hetherington about the Tappet Twirlers car show, and added that it should be considered to add more electrical outlets throughout the Park to make it more convenient for vendors.

 

Councilman Alan Trombley stated that he has obtained two estimates from companies for the restoration and cleaning of headstones in the Lee Center Cemetery.  This information is for the 2012 budget.

 

 

 

 

 

A motion was made by Alan Trombley, seconded by Karl Matt and CARRIED to pay the bills.

A motion was made Alan Trombley, seconded by Karl Matt and CARRIED to adjourn. The August 2011 Town Board meeting adjourned at 8:26 PM.
